Is it possible to write commercial fiction set in the Fallout 4 Universe?

And this is why I have utter contempt for Customer Care departments. I emailed their general information area with a general question that has no technical component.

Some agent, probably in Malaysia, had no idea of how to answer except to fob it onto tech support - who, naturally, have no idea how to answer this type of non-technical question.

I mean, would it have been so hard to simply say "no"?

To whom it may concern,

I've often played with the idea of writing a novel. As I've been playing Fallout 4 recently, I've often wondered what the situation was with commercially sold fiction based on the Fallout 4 universe.

Is it possible for a writer to do this legally? Are there restrictions?
